System Events Trapping pause event

I want to trap the pause button on the apple remote or monitor a player such as vlc for the pause state to log the position of the play point to a file for later retrieval. I am aware of “EventScripts” but apparently now requires 10.13 and I am on 10.12.
Is the event manager available from ASOC?

I don’t know of any solution using ASObjC.
