Double-check you are using the correct Apple DI, and log into your Apple account and check that you have no agreements requiring approval. Those are the two usual problems.
The Apple ID should be the ID corresponding to the signing identity, I presume?
That’s correct. Before you can notarize, three pieces of information are required: your Apple ID, your develop TeamID (which we extract from the chosen signing identity’s name), and a valid app-specific password.
